MOTIVATION AND OBJECTIVE

"As long as a branch of science offers an abundance of problems,
so long is it alive: a lack of problems foreshadows extinction or
the cessation of independent development."  - David Hilbert, 1900.

"The formulation of a problem is often more essential than its solution,
which may be merely a matter of mathematical or experimental skill.
To raise new questions, new possibilities, to regard old problems
from a new angle, requires creative imagination and marks
real advance in science."  - Albert Einstein, 1938.

Problems are the vitality of any science.  To identify and present
various new (novel) research directions and challenge problems in
advanced information systems engineering is very important to
the development and progress of computer and information sciences
as well as other technical and/or engineering sciences in the information
society of the 21st century.

The objective of the workshop is to bring together researchers and
practitioners from various different areas to discuss and exchange ideas,
opinions, and information on new (novel) research directions, open issues,
and challenge problems in advanced information systems engineering.

PAPER SUBMISSION

Contributions to the workshop may be on any topic related to advanced
information systems engineering.  However, we especially encourage
interdisciplinary submissions.

Every submission should include at least the following parts:
1. The definition of a new (novel) research direction, open issue,
or challenge problem: What is it?
2. The background and motivation of the research direction, open issue,
or challenge problem: Why should we pay our attentions to it?
3. Explanations about the significance of the research direction, open issue,
or challenge problem: How important is it?
4. Descriptions about the state-of-the-art of the research direction, open issue,
or challenge problem: Is there some initial work on it?  How difficult is it?
5. Prospects about impacts of work and/or solution of the research direction,
open issue, or challenge problem: What will be influenced by it?

Authors who wish to contribute to the workshop are invited to submit
their position papers (not exceed 5000 words) in the IEEE-CS proceedings
format (http://computer.org/cspress/instruct.htm) as a PDF or MS-Word file
via the workshop web site at:

REVIEW AND EVALUATION

All submissions will be reviewed and judged on originality, significance, and clarity.
A high priority for acceptance will be given to those submissions
that address a very novel research direction, open issue, or challenge problem.
We do not require that every submission give a solution to the issue or problem,
though any submission presented both problem and its solution is welcome.

Researchers and practitioners who intend to review submitted papers
please send an e-mail to workshop organizer, Professor Jingde Cheng.

PRESENTATION AND PUBLICATION

It is assumed that by submitting a position paper to the workshop,
the author(s) intend to present it at the KEST03 conference, if the paper is accepted.

Papers may be presented orally by the author in the usual oral presentation form, or be presented electronically by the workshop organizer in behalf of the author, in the case that the author cannot come to the conference, by running a RealTime,
QuickTime, MPEG, AVI, or MOV movie file with voice prepared by the author.
The conference organizers will provide presenters with all facilities for
paper presentation including projectors and computers.

All accepted papers will appear in the proceedings of KEST03 which will be available
at the conference.

Papers presented at the conference will be selected and edited by the conference organizers and published in book form by an international publisher after the conference.

July 15, 2003	Deadline for position paper submission
July 31, 2000	Notification of acceptance/rejection
August 15, 2000	Final camera ready papers and early registration due
