The 10th NTCIR Conference (NTCIR-10) and the 5th International Workshop
on Evaluating Information Access (EVIA 2013) will be held on June 18-21,
2013, at NII in Tokyo, Japan. Anyone who is interested in research
areas related to NTCIR, such as Information Retrieval, Question
Answering, Information Extraction, Text Mining and Data Engineering,
Machine Translation, is welcome to attend and join the discussion.

The previous NTCIR Conference, NTCIR-9, held in December 2011,
had more than 220 attendees from 16 different countries. Among them
about half were researchers participated in the "task(s) -- shared
experiment task(s)" set by NTCIR, and others contributed to fruitful
discussion.

At NTCIR-10 Conference, active information access (IA) researchers will
get together again and share their experiences, research achievements on
the hot topics, and discuss the future plan and the roadmap for
leveraging the IA research.

NTCIR-10 has hosted the following six core tasks and two pilot tasks,
under a new organization structure.

[Core Tasks]
* CrossLink: Cross-lingual link discovery
* INTENT: Mining and satisfying diversified users' intents for a query.
* 1CLICK: Satisfying a user's need by the first output
* PatentMT: Translation of patents (Chinese, Japanese, English)
* RITE: Recognizing Inference in Text and Challenge for entrance exams
* SpokenDoc: Information retrieval for spoken documents

[Pilot Tasks]
-  Math: Retrieval of mathmatical papers and formulae
-  MedNLP:Natural language processing on medical documents and
  de-identification

The research achievements, isignts obtained from the comparative
analysis awill be presented as the OVERVIEWS and the PAPERS and POSTERS
of each participating research group on DAY 2-4 (June 19 - 21).


* KEYNOTES and SPECIAL TALKS *
Moreover, NTCIR-10 features exciting special talks.

Keynotes:
(1)  Shashidhar (Shashi) Thakur, Google, “Knowledge in Search”
(2)  Charles L. A. Clarke, University of Waterloo, “Time Biased Gain”

The first Keynote is from Google and this is related to Knowledge Graph,
a challenge to knowledge in search.  The second Keynote is about the
work on a new evaluation metrics which attracted great interests from
various search applications and settings which is awarded SIGIR 2012
Best Paper Award.

Updates from other evaluation forums including;
  * TREC/TAC by Ian Soboroff (NIST)
  * MediaEval by Gareth Jones (Dublin City University)　

The final program will be available from the website.　


* June 18th (DAY-1) *
The first day of the conference have the concurrent round-table meetings
for each of the NTCIR-10 and -11 tasks in the morning. Anyone who had
participated in the task or is considering to participate the task is
welcome to join and discussion.

These are followed by EVIA 2013 (the Fifth International Workshop on
Evaluating Information Access), where the accepted papers on the
frontier research of the evalaution and testing of the wide variety of
information retireval and access systems in various use cases and
situations will be presented.

The deadline for early bird registration is May 9th.

The full registration fee for non-students includes one copy of
the proceedings (CD-ROM), three lunches and coffee breaks.

If you are a student, the meeting is free of charge!!!
Light refreshments and coffee are available for all the participants
through the conference. Online proceedings will be available at the
NTCIR Web site during and after the Workshop Meeting.

Students can also purchase the CD-ROM proceedings and lunch/banquet
tickets with a reasonable price.

NTCIRは、情報アクセス技術の研究促進と新たな未来価値の創成を目的として、
研究に必要不可欠な大規模かつ再利用可能な実験用データセット、実験や評価・
検証の手法と、研究上のアイディアや妥当な評価方法について議論できるフォー
ラムなどの「研究基盤」を提供します。複数の研究チームが共通の先端的な「研
究課題（タスク）」を進めることで、協調と競争のバランスを保ちながら、研究
と研究者コミュニティーの発展をめざしています。

前回の成果報告会には、16カ国から220名以上の研究者が出席し、活発な議
論と意見交換の場を持ちました。出席者の約半数はNTCIRのタスク参加者、
残りの半数の方々も議論に大いに貢献してくださいました。今年も、多数の
世界で活躍する情報アクセス技術研究者が一同に会します。ぜひ、ご出席
の上、今後のさらなる研究発展に向けた議論に参加してください！

今回のNTCIR-10では、6つのコアタスクと2つのパイロットタスクを設定しました。

[コアタスク]
・言語横断リンクの発見 (CrossLink）
・クエリの検索意図解析とWeb検索結果の多様化 (INTENT）
・Web検索において1クリックでより多様なニーズを満たすことをめざす
　  (1CLICK）
・日中英の特許の統計的機械翻訳 (PatentMT）
・テキスト間の推論（含意）認識と大学入試へのチャレンジ (RITE)
・SpokenDoc（音声文書の検索）

[パイロットタスク]
・数式検索、数学論文の検索 (Math)
・医療文書からの情報抽出と匿名化 (MedNLP）

カンファレンスの2日目から4日目（6月19-21日）には、各チームの研究成果に関
する論文の口頭発表やポスタ・デモ発表、そして、研究成果の総括と比較評価に
よって得られた知見をOverviewとして発表します。


さらに、基調講演として、WEBサーチエンジンにおける知識へのチャレンジや、
情報検索評価の最先端に関する講演、さらに世界中の評価フォーラムからの最新
報告を含むエキサイティングな内容を予定しています。

基調講演１は、Googleにおけるサーチにおける知識へのチャレンジと題して、
Knowledge Graphに関連してご講演いただきます。　基調講演2は、昨年のACM
SIGIRでBest Paper Awardを受賞した、新たな検索の評価指標に関する研究で
す。知識と時間、検索や情報アクセスにおいて、とてもホットな話題です。


* 国際評価フォーラムからの最新報告

  * TREC/TAC by Ian Soboroff (NIST)
  * MediaEval by Gareth Jones (Dublin City University)

* カンファレンス初日（6月18日）の午後は、情報アクセス技術評価に関する国
際ワークショップ（EVIA 2013）として、広く論文を公募した中から採択され
た、多様な状況やタスクにおける情報検索・情報アクセスシステムの評価や検証
の手法に関する最新の研究の発表があります。6月18日の午前は、NTCIR-10や-11
のタスクに関するRound table Meetingがあります。
